Administration
Project Management Advisor
Location:
Based in Mondulkiri
Description:
Advice the Project Manager in a number of areas: leadership; personnel management,
HR development, strategic management, operational management, project
representation, project development, and project design. The specific areas of
responsibilities will be decided in cooperation with the existing READ management
team and the Project Manager and ICC’s Head Office.

Monitoring and Evaluation Advisor
Location:

Description:
Oversee the development of effective and efficient monitoring and evaluation (M&E) frameworks and systems designed to help assess the quality (outputs, results/outcomes, and impacts) of individual projects/programmes and of ICC’s work as a whole. Responsibilities and duties include: guide and coordinate the establishment of M&E frameworks, guide project/programmes in identifying goals, objectives, outcomes, outputs, indicators, targets and monitoring/evaluation tools to assess progress, and provide aggregate M&E information for reporting to ICCs leadership.
Remarks:
The position will require extensive trips to the projects in various parts of the country.

Description:
Build up the capacity of the RIDE book keeper and assist in developing an efficient
and secure financial system within the project. Responsibilities and duties
include: financial management, computer assistance regarding accounting software
systems, budgets and financial reporting.

Description:
The advisory position is to promote personal and professional development of
national staff to enable them to reach the highest possible potential in their
specific job areas. Responsibilities and duties include: on-the-job training,
mentoring staff, implementation of training needs assessment, planning of
individual training schedules, discussions, meetings, courses and workshops.

External Relations Advisor

Description:
Develop and nurture relations with government authorities and other NGOs/
organizations, and with the general public. Initiate and assist ICC management
in developing and implementing an effective external relations plan, which will
include advocacy and policy analysis on such issues as land use, child welfare,
multi-lingual education, etc.

Management Information System Advisor
Location:

Description:
Develop a management information system (MIS) designed to ensure secure and
appropriate storage of ICC data and documents. Responsibilities and duties include:
develop administrative systems and processes to meet the needs of the ICC
programmes/projects, oversee the creation and maintenance of data onto MIS systems,
create and maintain internal procedures to collect and collate information, ensure
data is archived and securely stored and ensure compliance with Cambodian laws, and
coordinate and provide capacity building/training to project/programmes on MIS.
Remarks:
The position will require some trips to the projects in various parts of the
country. It is expected that it will take 1-2 years to set up the MIS and train the
designated staff.

Non Formal Education (NFE) Coordinator
Location:
Based in Ratanakiri province
Description:
Overall coordination and management of activities within the Non-Formal
Education (NFE) sector of ICC's RIDE Project. The NFE Coordinator also
has a role in the Integrated RIDE project to encourage and stimulate
staff to cooperate with other RIDE project team members and their
technical sectors. Another role of the NFE Coordinator is to stimulate
team members to think more thoroughly to increase the quality of
activities being implemented. Furthermore, this position includes
direct supervision and capacity building of NFE national staff,
government liaison, financial budgeting and reporting. The NFE
Coordinator will work closely together with the Language Team
Coordinators and NFE Consultants/Linguists, who provide technical
input and advice for each language.

ICC's READ Project. A key role is to stimulate team members to think more thoroughly
about how to maintain and increase the quality of activities being implemented. The NFE
Advisor encourages project staff to cooperate closely with one another and with
external stakeholders at various levels. He/she plays a key role in facilitating an
integrated approach and strategy within ICC-READ’s sectors relating to Non-Formal
education, namely multi-lingual, functional literacy and material production in the
Bunong language. This position involves direct capacity building at personal and
project level and the facilitation of workshops. In addition, it involves liaising with
external stakeholders at various levels in cooperation with ICC-READ staff.
Remarks:
Experience in multi lingual education is required.
